Do I need a Home Information Pack?

As from 14th December 2007 you will need a Home Information Pack if you are selling a property on the open market. There are exceptions which can be seen below:

  • Unsafe properties and properties to be demolished.
  • Properties already on the market when the duty to have a Pack arises (1 August for sales of homes with 4 bedrooms or more, and 10 September for sales of homes with 3 bedrooms or more)
  • New homes built under Part L of the Building Regulations 2006 (these will be brought in by a separate commencement order in due course)
  • Properties where there is no marketing (e.g. sale to member of your family)
  • Non-residential properties
  • Properties not being sold with completely vacant possession
  • Mixed sales (e.g. shop with flat)
  • Right to buy and similar sales
  • Sales of portfolios of properties
  • Seasonal and holiday accommodation

What is an Energy Performance Certficate?

An Energy Performance Certificate shows the official energy efficiency rating of a property.To ensure results are kept consistant the property is assessed using a 'standard occupancy' assumption. The certificate provides you with a rating for the building, showing its energy efficiency and its environmental impact on a scale from A-G (where A is the most efficient and G the least efficient), in graphical format. It also contains recommended ways to improve the building's energy performance. By 2009, all buildings in the UK that are constructed, sold or rented out will have to have an Energy Performance Certificate, in accordance with the European Energy Performance of Buildings Directive.

When do I need an Energy Performance Certificate?

The Energy Performance Certificate makes up part of the Home Infroamtion Pack whick is required if you are selling a property on the open market. The Government began to roll out implementation of Home Information Packs on 1st August 2007 for 4 or more bedroom properties. It has been annouced that all properties will require Home Information Packs as from 14th December 2007. However if you are interested to see how you can reduce your carbon footprint and save money on your energy bills then you are able to instruct DEAssessor to carry out an EPC even if you are not selling your home.

What does the Domestic Energy Assessor do on an inspection?

The on site inspection should take around an hour or so. The DEA will do a visual inspection of the property record information and take photos of what is required to produce the Energy Performance Certificate. The DEA will need to have access to the  boiler,boiler controls, electricity meter, gas meter,any renewables and into the roof void. Measurements will be taken and sketch floor plans will be drawn up. As soon as the DEA has collated all the required information, they will return to the office to input the data into a system which will calculate and produce the Energy Performance Certificate. The EPC will come with recommendations to make improvements which it is up to you if you decide to undertake or not. The document will be completed and available to view within 3 days of the inspection.

Ive had a DEA visit my property and I wish to make a compliant, who do I direct it to?

'DEAssessor takes any compliant seriously, compliants will be handled by the proprietor of DEAssessor. A time frame will be agreed dependant on the type of compliant and a decision will be made, DEAssessors accreditation scheme will be notified of the compliant.When a decision is made the compliantant will be notified in writing of the outcome. If it is necessary to reinspect the property as an assessors work is in doubt no charge will be made for the reinspection. If the compliantant is not happy with the decision the compliant will be handled by DEAssessor's accreditation scheme. This policy does not restrict your rights to seek legal advice.'
